✅ Active Now: Cascais Green Fund – Municipal Support for Wall and Roof Insulation

If you live in Cascais, you're in a unique position to benefit from Portugal’s first municipal environmental fund — the Cascais Green Fund (Fundo Verde). This program provides direct financial support to families seeking to improve their home's energy efficiency, with a strong emphasis on thermal insulation.

By insulating walls and roofs, homeowners can significantly reduce heating and cooling needs, lower energy bills, and enhance indoor comfort — all while helping Cascais reach its 2050 carbon neutrality goals.

What’s Covered?

The Cascais Green Fund supports thermal insulation projects such as:

• 🧱 Cavity wall insulation
• 🛖 Roof insulation

These are among the most cost-effective and high-impact energy upgrades available and are fully compatible with EnergyEase’s blown-in insulation system, which can be installed quickly and without invasive construction.

Who Can Apply?

The program is open to residents living in permanent homes, whether owned or rented. Funding amounts and application processes depend on your IRS tax bracket:

IRS Brackets 1 to 4 – Low-income households

• Apply via local IPSS (Private Social Solidarity Institutions)
• Receive up to 100% funding
• No upfront payment required — funds are pre-financed

IRS Brackets 5 and 6 – Middle-income households

• Apply via the Cascais Public Benefits Platform
• Receive up to €10,000 reimbursed
• Covers up to 80% of insulation costs
• Requires registration on MyCascais

‍🔜 Coming Soon: Programa Bairros Mais Sustentáveis (Expected April 2025)

The Portuguese government is preparing to launch the Programa Bairros Mais Sustentáveis, a €50 million national initiative aimed at improving energy efficiency in urban areas affected by energy poverty, such as social housing and historic neighborhoods.

This program will support thermal insulation of buildings, along with other environmental improvements, and will be implemented by:

• 🏘️ Municipal housing companies
• 🏥 Private social institutions (IPSS)
• 🏡 Local residents' associations

While initially targeted at community-scale projects, this program reflects a broader national strategy to make homes in Portugal warmer, greener, and more affordable — and future phases may include funding for private homeowners.

🏛️ Espaços Energia: Local Help Desks for Energy Support

To ensure residents understand and access these funding opportunities, the government is rolling out a national network of Espaços Energia — local service points that offer:

• ✅ Free technical advice on energy-saving renovations
• ✅ Guidance on insulation subsidies and financing options
• ✅ Support in preparing and submitting applications

These spaces will be implemented by municipalities, parish councils, and intermunicipal communities, with technical support from ADENE (Agência para a Energia). The goal is to create at least 50 help desks across Portugal, making energy literacy and access to funding more accessible to all.
