Support for Thermal Insulation in Portugal, How It Works
Public support schemes for energy efficiency do exist in Portugal, but they are not permanently open: each programme has a limited budget and its own application windows, which open and close during the year. Rather than list figures that quickly go out of date, this page explains how these schemes work and what you need to have ready. Amadora: the REABILITA programme, which also covers thermal insulation
Since 12 August 2026, Amadora has run REABILITA, the council programme that supports works on private residential buildings. The energy-efficiency works it supports include thermal insulation of roofs and external walls.
- Who can apply: owners, groups of owners and condominiums.
- Which buildings: at least 2 units, at least half of them private homes, and a building licence at least 15 years old (or built before 1951).
- How much: up to 30% of the cost, capped at €15,000. For buildings 40 years or older with a significant improvement, up to 50%, capped at €30,000. If the council inspection finds defects in the building, the rates drop to 25% and 45%.
- Payment: in one transfer, after the work is finished and has passed the final inspection.
Among other documents, a condominium needs the assembly's approval of the works, a detailed quote and a technical description. EnergyEase prepares the quote and the technical description. What kinds of support exist?
- National schemes: managed mainly through the Fundo Ambiental, with specific calls and budgets per period.
- Municipal schemes: some councils run their own energy efficiency programmes, with locally defined rules and income brackets.

What an application usually requires
Rules vary between programmes, but in practice they nearly always ask for the same set of documents:
- Energy Certificate for the property
- Proof of income, where support depends on your tax bracket
- Identification and proof of address
- A detailed technical proposal for the work

Why the technique you choose decides how much you can insulate
Whether or not support is available, the budget is finite, and the technique you choose determines how much of the house you can insulate with it.
- Blown-in / injected insulation: €20–45/m² (mineral wool)
- Capoto / ETICS: €70-100/m²
On a 100 m² façade, that is roughly €2,000-3,500 with blown-in insulation against €7,000-10,000 with Capoto. The difference can pay for insulating the attic or roof as well.

- Fast to install: 100 to 150 m² per day after the first set-up day; a typical house is done in 1 to 3 days
- No invasive building work: small holes, from inside or outside, sealed afterwards
- Preserves the original appearance of the façade
- Suitable for apartment buildings, with no need for approval to alter the exterior

Frequently Asked Questions About Insulation Support
Are there subsidies for thermal insulation in Portugal?
As of September 2026 we know of no national scheme open for home insulation. There is municipal support, though: in Amadora, the REABILITA programme supports thermal insulation of roofs and external walls in apartment buildings and condominiums (see above). Public energy-efficiency schemes open and close: each has a limited budget and its own application deadlines. What is available at one moment may not be a few months later.
How do I know whether anything is open right now?
Current calls are published on the Fundo Ambiental portal and, for municipal schemes, on the councils’ own websites. You can also just ask us: we will check the current position for your municipality and property type.

What if no scheme is open?
The project is still viable without a scheme. Many households start with the part that matters most for comfort, such as cavity walls or the attic, and do the rest later.

Blown-in insulation costs around half of Capoto/ETICS (€20–45/m² against €70-100/m²). For the same budget you can insulate walls, attic and roof rather than the walls alone.
How long does installation take?
For most homes, one to three days. The technical visit is free and the written quote usually follows within 48 hours.
